Some major infrastructure projects don't follow the standard NSIP (Nationally Significant Infrastructure Project) process, despite their strategic importance. The decision-making process for these projects is different from the normal NSIP route.

Major infrastructure can be approved through various means: Town and Country Planning Act, Transport and Works Act Order, and Hybrid Bills (Acts of Parliament). While some NSIP guidance from Suffolk County Council may be relevant, the process is fundamentally different.

If major infrastructure is approved through the Town and Country Planning Act 1990 (TCPA), the relevant district/borough council is usually responsible, except for minerals and waste infrastructure, which falls under the County Council's responsibility.
