The Police and Crime Panel has the statutory role of overseeing all complaints against the PCC and informally resolving non-criminal complaints. This is set out in detail in the Elected Policing Bodies (Complaints and Misconduct) Regulations 2012 and the Home Office Guidance.
The Panel may delegate any or all of these powers, with certain limitations, under Section & of Part 1 of the Regulations.
All complaints
The Panel has delegated the following function to the Chief Executive of the Office of the PCC:
Complaints in which the Chief Executive of the Office of the PCC considers that s/he has an actual or perceived conflict of interest will be passed to the Monitoring Officer of Suffolk County Council for assessment.
Non-serious complaints
Where complaints do not involve allegations which may amount to a criminal offence by the PCC or senior office holders, the Panel has delegated the following function to the Monitoring Officer of Suffolk County Council:

Appealing a decision relating to a complaint
