Information on the proposed overnight HGV prohibition in Moreton Hall.

Suffolk County Council (Bury St Edmunds) (Moreton Hall) (various roads) (overnight prohibition of entry of heavy commercial vehicles except loading) order 202-

Suffolk County Council proposes to make the above order under Sections 1(1), 2(1) to (4) and 3(2) of the Road Traffic Regulation Act 1984 the effect of which would be to introduce an overnight (22:00 - 07:00) prohibition of entry of heavy commercial vehicles, Monday – Sunday (except loading), on the following roads:

  • Drovers Avenue (4U5937) - from the Bedingfeld Way/Skyliner Way roundabout to the junction with Coltsfoot Crescent (4U5934), a distance of approximately 60m. 
  • Lady Miriam Way (U5930) - from the Skyliner Way/Rougham Tower Avenue roundabout in a northerly direction to the Mount Road roundabout (C692), a distance of approximately 750m. 
  • Mount Road (C692) - from the junction with The Battlies (C769) in a westerly direction to the Orttewell Road roundabout (C766), a distance of approximately 2650m.
  • Orttewell Road (C766) - from the Bedingfeld Way/Skyliner Way roundabout to the junction with Barton Road (C765), a distance of approximately 1300m.
  • Primack Road (4U5931) - the full length from the junction with Skyliner Way (C769) to the junction with Lady Miriam Way (U5930), a distance of approximately 425m.

Exemptions to the restrictions shall allow a heavy commercial vehicle to enter the road for or in connection with the conveyance of goods to or from any premises situated on or adjacent to the said lengths of road, or any side road accessible only from the said lengths of road; for the purposes of loading or unloading goods from the vehicle; for the purposes of agriculture on any land adjacent to the said lengths of road or in connection with the conveyance or haulage of timber felled upon such land; in connection with the carrying out on, or on premises situated on or adjacent to, the said lengths of road of any of the following operations, namely building, industrial or demolition operations, the removal of any obstruction to traffic; the maintenance, improvement or reconstruction of the said length of road; the laying, erection, alteration or repair in, or on land adjacent to the said lengths of road, of any sewer or any main, pipe or apparatus for the supply of water, gas or electricity, or any telecommunications system as defined in the Telecommunications Act 1984; in the service of any Statutory undertaker, the Environment Agency or any public authority in pursuance of statutory powers or duties; use for police, fire brigade or ambulance purposes; to proceed to or from any premises which are situated in or adjacent to the said lengths of road and at which the vehicle is to be, or has been, garaged, serviced or repaired; in the service of a local authority or water authority in pursuance of statutory powers or duties; or in connection with a circus, fair or similar event the holding of which on, or in the vicinity of, the said lengths of road has been authorised by the appropriate Council.

The alternative route for heavy commercial vehicles will be via the A143 and A14, and either via Bedingfeld Way (C766) at junction 44, or The Battlies (C769) at junction 45. For the avoidance of doubt, the existing 24 hr weight limits (7.5t) will remain in place on East Barton Road (U6320), Symonds Road (4U1500) and the west end of Mount Road (C692).

Copies of the draft order, map showing the roads affected and the Council’s reasons for the proposals, may be seen with advance notice at the address below, 9am-5pm Monday - Friday; also at Bury St Edmunds Library, Sergeants Walk, St Andrews Street North, Bury St Edmunds, IP33 1TZ, Monday, Wednesday and Thursday: 8:30am-5:30pm, Tuesday and Friday: 8:30am-7:30pm, Saturday: 08:30 am-5pm, Sunday: 10am-4pm, except bank holidays.
