Information for developers

Travel plans are a planning requirement for all new large or expanding developments, and some smaller ones that will have a significant transport impact.

The National Planning Policy Framework states that all new developments that will impact on the local highways network require a Travel Plan.

Suffolk County Council offers a Travel Plan evaluation and monitoring service to developers for all Travel Plans associated with a new development. STARSfor is easy to use with the pre-written template to fill out when writing your Travel Plan.

Register for free at STARSfor and fill out the template to complete your Travel Plan.

If you do not wish to use STARSfor to input your Travel Plan then please use our template (Word, 46KB). Once you have filled this out, please send this back to travelplans@suffolk.gov.uk 

We have produced Section 106 Developer Guidance, which includes the thresholds for when a Travel Plan is required (under the Highways and Transport section), and the types of financial contributions that may be required. 

Travel Plan guidance for developers

We have recently produced our own Travel Plan guidance for developers. This guidance is written in accordance with the Travel Plans, Transport Assessments and Statements section of the Ministry of Housing, Communities and Local Government's Planning Practice Guidance and current best practice.
