Information for developers

Travel plans are a planning requirement for all new large or expanding developments, and some smaller ones that will have a significant transport impact.

The National Planning Policy Framework states that all new developments that will impact on the local highways network require a travel plan.

Suffolk County Council provides a travel plan evaluation and monitoring service to developers for all travel plans associated with a new development. STARSfor is easy to use with the pre-written template to fill out when writing your travel plan.

Register for free at STARSfor and fill out the template to complete your travel plan.

If you do not wish to use STARSfor to input your Travel Plan then please use our template. Once you have filled this out, please send this back to travelplans@suffolk.gov.uk 

We have produced Section 106 Developer Guidance, which includes the thresholds for when a travel plan is required (under the Transport section), and the types of financial contributions that may be required. 

We are in the process of producing our own travel plan guidance for developers. Currently the Travel Plan Team assess each travel plan against the Department for Transport's travel plan guidance Delivering Travel Plans through the Planning Process.
