Anti-social behaviour (ASB) case review appeal

How to submit an appeal if you disagree with the outcome of your anti-social behaviour (ASB) case review application.

If you disagree with the outcome of your review (which used to be known as Community Trigger) you should complete the appeal application form and submit it to us within 21 working days of receiving your outcome letter.

You will not be able to appeal the outcome of your ASB case review if the local authority, police, housing association, or other partner are still actively responding to your case, or if the action plan associated to your case remains live. You will need to wait for the outcome letter from your local district or borough council before you can proceed with application for appeal.


An ASB case review may only be escalated to the Countywide Anti-Social Behaviour (ASB) Appeals Panel where one of the following is satisfied:

  1. The ASB case review has failed to consider a relevant process, policy or protocol.
  2. The ASB case review has failed to consider relevant factual information.

When you submit an ASB Case Review appeal application the role of the Countywide Anti-Social Behaviour (ASB) Appeals Panel will be to consider:

  • that due processes have been undertaken in relation to your case
  • ensure that the nominated relevant bodies involved in your case have properly and effectively undertaken the review

In considering the appeal, the Countywide Anti-Social Behaviour Appeal Panel can either:

  • uphold the appeal and refer the case back to the district/ borough council or nominated relevant bodies, asking them to consider a particular process, policy or protocol not previously considered, or
  • determine that the district and borough council and nominated relevant bodies have reviewed the case, considering all relevant policies, processes and protocols satisfactorily in line with the ASB case review process.

When the council's Community Safety Team receives your appeal, they will need to obtain the information in your case from the relevant district/ borough council in order to review the information and deal with your appeal.

By submitting your appeal, you are agreeing for the district/borough council to provide this information to the council's Community Safety Team.
