Junction improvements on Foxhall Road and Heath Road, Ipswich

The improvements will mean more efficient traffic movements around the roundabout and improved pedestrian and cyclist facilities.

The junction improvements are to ease congestion at the Foxhall Road, Heath Road roundabout and the Bixley Road, Heath Road approaches. 

 The improvements will involve: 

  • The Heath Road and Bixley Road roundabout approaches will be widened to create an additional lane
  • The two toucan crossings will be upgraded with new control technology
  • New LED street lighting 
  • Reconstruction of four traffic islands 
  • Minor footpath reconstruction 

Overnight resurfacing will take place towards the end of the junction improvements. 

Please be aware that the completion date has now been extended to 20 April. Further details below.

Phase 4 – Bixley Road – Opposite side to Pin High – Started Monday 26 March and will continue until 20th April.

Resurfacing – 9 and 10 April (nights)

The resurfacing, lining and traffic signal sensors will still be completed as planned, and the remaining works are to complete the new footway (phase 4).

Please be aware that the completion date has now been extended to the 20 April due to the Beast from the East.

The appropriate safety tests will be complete to the toucan crossings following the completion of the installation.

The additional drainage works are now complete and the bus stop along Bixley Road was removed on 23 March. The new bus stop will be installed during phase 4, w/c 9th April.

Due to the recent severe weather and the additional drainage works as detailed below, the work will continue outside the Firework Emporium until Friday 23 March. The tree was removed however the workforce are still trying to remove the remaining root, due to utility cable obstructions.   

Phase 4 – Bixley Road – Opposite side to Pin High 

The fourth phase will now begin on Monday 26 March, due to the delays. The work force will continue working to the programme to ensure completion on 14 April. This is dependent on any further inclement weather or additional works.

Resurfacing/ lining – 9 April to 13 April  

Additional works are taking place to install new pipes to fix an ongoing drainage issue within the roundabout.  

The electric supply to the bus stop has been disconnected, although a removal date is still TBC.

Due to the recent severe weather, 3 operational days were lost however, we are still working to the detailed dates. The works taking place are to widen the road, install the toucan crossing and footway resurfacing. To enable the widening, the tree in the lay by was removed on Saturday 10 March.  

Phase 4 – Bixley Road – Opposite side to Pin High 19 March to 14 April

The bus stop removal on the adjacent side to Pin High was not removed as detailed in the previous update below, a rescheduled date will be confirmed here. The drainage investigations were also unable to take place due to the weather conditions. The investigation will take place on 12 March and the results will follow in the next update.

Phase 1 – Bixley Road – Complete

The works are on programme to be completed on 24 February – The toucan crossing and gullies have been installed, the footways are currently being resurfaced, including the pedestrian islands. 

Phase 3 – Outside Firework emporium - 26 February to 17 March - Due to the severe weather last week, 3 operational days were lost however, we are still on programme. The works taking place are to widen the road, install the toucan crossing and footway resurfacing. To enable the widening, it will be necessary for the tree in the lay by to be removed. This will take place on Saturday 10 March. 

Phase 4 – Bixley Road – Opposite side to Chilton Road - 19 March to 14 April

 

 

It will be necessary for Foxhall Road to be closed from the roundabout to Darnford Gardens. This road closure will be in place from 5 February 2018 and will remain in place until the end of the improvements, 14 April.

The diversion route for the closure will be via Foxhall Road, Bell Lane, Main Road Kesgrave, Heath Road and vice versa.

To assist the traffic flow during the Foxhall Road closure, temporary traffic signals will be in place at the junction with Bixley Road and Chilton Road.

Start date: Monday 9 April 2018

Planned end date: Friday 13 April 2018

Duration: 4 nights

To complete the junction resurfacing, it will be necessary to close the road overnight between 8pm and 5am.

The first two nights will involve resurfacing along Heath Road, for approximately 60m from the roundabout, Bixley Road for approximately 100m from the roundabout and Foxhall Road (heading towards the town centre) for approximately 50m from the roundabout.

The third night will involve relining and the last night will involve installing the traffic signal sensors for the renewed toucan crossings.

Diversion routes:

A1189 Heath Road – A1189 Heath Road, A1156 Felixstowe Road, A12, A1214 Main Road, Martlesham, A1189 Bixley Road and vice versa.

C322 Foxhall Road - Derby Road, A1156 Felixstowe Road, A12 (N), C322 Foxhall Road and vice versa.

Access to emergency services will be managed through the road closure at all times.

Planned end date: Saturday 14 April 2018

Duration: 12 weeks 

Suffolk Highways has planned these works to be delivered six days a week (Monday – Saturday) to reduce the length of time on site. For the duration of the scheme, temporary traffic signals will be in place 24/7 to maintain the safety of our staff and the travelling public.

The signals will be manually controlled, including peak times from 7am to 7pm each working day. This is to alleviate delays and traffic queues.

 

Pedestrian access will be available to properties and businesses in the area immediately around the works. Staff on site will be able to answer any questions and help you safely get in or out of the area.  However, once any road closure is in place, vehicular access to your property may be temporarily unavailable for periods of 15-20 minutes, for example, if we are digging up the road outside your property or laying a new surface. We will work to ensure this is kept to a minimum. Through traffic will be required to follow the signed diversion.

Businesses:  We understand that businesses need to know that customers can still visit so, where appropriate, we will display signs saying “Businesses open as usual”.

Noise: We will use vehicles, heavy machinery and equipment that will create noise, but we will keep the noise down as much as possible.

Other services have been notified of these works including emergency services, local bus operators and Ipswich Borough Council for bin collections.
