The County Inclusion Support Service (CISS) is a Suffolk County Council outreach service for Suffolk mainstream schools seeking additional support for pupils with: a diagnosis of ASD, traits of ASD but no diagnosis, social and communication difficulties, social, emotional and mental health difficulties and all associated behaviours.
The key focus for the service is to maintain school placements, working with schools to build understanding and the capacity to manage their own effective inclusion for SEND pupils.
CISS Teachers and Specialist Inclusion Assistants, who all have significant experience in classroom practice, draw on a wide variety of skills and strategies to work flexibly and in close partnership with school staff. CISS staff take an individualised approach to pupils’ needs, working directly with the pupils, modelling strategies to school staff and offering advice and guidance to ensure the best outcomes for them.
There is the CISS core offer for which there is no additional charge to schools. For a referral to be accepted there must be clear evidence that the pupil’s placement is highly vulnerable.
For example, the child or young person may be at risk of permanent exclusion or school refusal. If the referral is accepted, the pupil remains on CISS caseload until the end of Year 11. Input from CISS may vary over time according to the need of the pupil.
A new development to the CISS core offer is Inclusion Surgeries.
Each Inclusion Surgery is an opportunity for a member of school staff to consult a CISS teacher about effective strategies to manage pupils whose placement is becoming vulnerable and/or any general whole school inclusion issues.
It is intended that a cycle of five surgeries will take place through the course of the academic year. The offer is part of Suffolk Local Authority’s commitment to securing effective early intervention for vulnerable learners under the SEND strategy. It is therefore intended that there will be no charge to state-maintained, Academy or Free Schools for the Inclusion Surgery.
Within an Inclusion Surgery, a CISS teacher will be able to give advice and guidance, recommend resources, discuss tailored training under the CISS traded offer and signpost appropriately to other agencies. Where necessary, with parental permission, the specific needs of individual pupils can be discussed. All advice and guidance will be reviewed at the following Inclusion Surgery and, where appropriate, referral through to the CISS caseload may be considered.
CISS traded offer
We also offer a CISS traded offer.
There are two parts of the traded offer: an annual package of support and CPD for school staff:
This year, the CISS 2018-2019 annual package will include:
- one initial planning meeting
- 15 school visits (2 hours per visit plus 30 minutes additional planning and admin time)
- one whole school training session which can be tailored at school’s request to meet a specific need
- Email and telephone contact, as necessary, is also included
CISS teachers can offer CPD for school staff. CPD sessions will be developed in consultation with key school staff, so that sessions are bespoke to the specific needs of the school staff attending the training.
Annual package of support
The CISS Annual Package of support has been used effectively by schools in a variety of ways, for example, securing additional direct work with individual pupils who are on the CISS caseload but are receiving the Core Foundation level of support, or for those vulnerable pupils (subject to parental permission) who are not on CISS caseload at all.
Individual pieces of work have included support with transitions, supporting children to understand and embrace diagnoses, coping with anxiety, managing anger and building self-esteem. Additional interventions such as social skills, Lego Therapy, Thrive assessments and action planning, and pupil mentoring can also be delivered within the Package.
Schools, that have purchased the Annual Package, have also used the Package to support the identification of need through lesson observation and discussion with staff and parents.
Consultations to discuss individual pupils (subject to parental permission), or whole school inclusion issues can be arranged. CISS staff may also attend meetings with parents and/or other professionals by arrangement. Small group staff workshops can also be organised within the time allocation.
