Planning for local transport needs.


The Local Transport Plan (LTP) system allows local authorities to develop local solutions to transport problems under overall guidance from the government’s Department for Transport.

Each transport authority has to produce an LTP every five years. The LTP is used to bid for government funding for transport projects but local authorities have freedom to decide how the money would be best spent to meet their objectives.

LTP funding is allocated by government on the basis of the quality of the plan content and performance against specific targets, which is reported every year. From April 2006, LTP funding will be allocated to councils on the basis of a national formula.

LTPs need widespread support if they are to be successful in achieving their goals. Authorities must draw up their LTPs in consultation with local people, interest groups and businesses.
