Key purpose:
To coordinate a county-wide key agencies’ response to the strategic
priorities and actions identified in the Strategic Action Plan
monitored by the Joint Agency Strategy Group and the operational
level Implementation Group.
To manage multi-agency response to the needs of individuals who
were or are sexually exploited through prostitution through
outreach, case coordination and intensive support delivered by the
multi-agency team Make a Change.
To identify coercive adults in order to prosecute them under the
Sexual Offences Act 2002, Child Abduction Act 1984 Section 2 and
other legislation
To work across Children’s and Adult services through the ACCORD
protocol to enable women to keep their children where possible.
To advise and support Children’s services to respond to the
needs of children who are at risk of sexual exploitation, or who
are being exploited.
To prevent the sexual exploitation of children and adults
through early intervention
Strategic Priorities:
- Intelligence gathering – ensuring
accurate information in order to inform service development and
delivery
- Developing routes out of those wanting
to exit prostitution or sexual exploitation
- Tackling demand – using recent
legislation on kerb crawling, demand for sex for payment where the
adult has been coerced and legislation relating to brothels
(Policing and Crime Act 2009)
- Identifying coercive adults in order to
understand networks and grooming mechanisms against children and
adults
- Prevention of sexual exploitation of
children under 18 – working closely with Children’s services in
order to gather data, offer advice and assistance
- Community Intelligence – working with the public, Community
Safety Partnerships and other workers in the community to identify
prostituted/sexually exploited adults
