Waste Core Strategy Submission Draft
Once adopted, the Waste Core
Strategy will replace the Waste Local Plan and form part of the
statutory development plan covering a period to 2026. It is the
role of the Waste Core Strategy to establish the overarching
principles and policy direction for determining waste planning
applications within Suffolk during this period. It also identifies
strategic waste management sites across the County.
The Waste Core Strategy Submission Draft was approved by
Council on 10th December 2009 and submitted on March 19th 2010. A
Public Hearing took place between the 6th and
16th of July. This document can be downloaded

Consultation on the legality and soundness of the document, took
place on Monday 11th January 2010 to Monday 22nd February
2010.
All the representations received have been forwarded to the
Planning Inspectorate. An Inspector will now undertake an
Examination in Public, including a public hearing, prior to
producing a binding report to the County Council.
The Inspector will need to be satisfied that the Waste Core
Strategy has complied with legislation in respect of the following
criteria:
- has been prepared in accordance with the
Suffolk’s Minerals and Waste Development Scheme and in compliance
with the Statement of Community Involvement and the Development
Plan Regulations;
- has been subject to sustainability
appraisal;
- has had regard to national policy;
- conforms generally to the Regional
Spatial Strategy; and
- has regard to any sustainable community
strategy for its area.
The Inspector needed to be satisfied that the Waste Core
Strategy was “sound.” To be sound the Waste Core Strategy should
have been “justified, effective and consistent with National
policy.”
Justified means that the Waste Core Strategy must be:
- founded on a robust and credible
evidence base;
- the most appropriate strategy when
considered against the reasonable alternatives.
Effective means that the document must be:
- deliverable;
- flexible;
- able to be monitored

At the same time the Final Sustainability
Appraisal including a non-technical summary was the

Consultation Statement (PDF, 54.3 Kb) has been prepared under
the requirements of Regulation 27 of the Town and Country Planning
(Local Development) (England) (Amendment) Regulations 2008 to
support the pre submission stage and an advertisement is
included.
All Policies and proposed sites for residual waste treatment
facilities and non-hazardous landfill have been assessed under the
Conservation (Natural Habitats etc) Regulations 1994; please see

What happens next

- Publication of the Inspector’s Report to
Suffolk County Council in October 2010.

2010.
