The Council is required to provide a document showing how sustainability was taken into account in the production of the Waste Core Strategy and this is now available below:

The SEA Directive

In 2004 the UK Government ratified European Union Directive 2001/42/EC on the assessment of the effects of certain plans and programmes on the environment, or Strategic Environmental Assessment (SEA) as it has become known.

The SEA Directive requires that plans and programmes should be assessed to identify and mitigate against detrimental impacts upon the environment. SEA is being implemented in the UK for the planning process through Sustainability Appraisal (SA).

SA does not just assess the impact on the environment of a plan or programme but also assesses the social and economic impacts. In line with government guidance and regulations, Suffolk County Council have carried out SA (incorporating SEA) on its Minerals Development Plan Documents (MDPDs) and Waste Development Plan Documents (WDPDs).

This report represents a Sustainability Appraisal of the policies and sites proposed in the Waste Core Strategy Submission Draft and their effects.

It is the fifth stage of the sustainability appraisal process of the Waste Core Strategy. It follows on from the Scoping Report published in October 2007, Waste Core Strategy Issues and Options Sustainability Appraisal Report published in July 2008, Waste Core Strategy Issues and Options (Part II) Strategic Sites Sustainability Appraisal Report published in December 2008 and Waste Core Strategy Final Consultation Sustainability Appraisal Report published in July 2009.

Monitoring

After the implementation of the MDF and WDF, monitoring of key indicators will take place to assess the impact of the plans. Progress relating to the DPDs will be included in Suffolk County Council’s Minerals and Waste Annual Monitoring Report, and will show any changes to the plan area which have resulted from their implementation.
