Minerals and waste planning


Suffolk County Council are responsible for dealing with all minerals and waste planning matters. This includes:
  • authorising planning applications for mineral extraction, waste management facilities and related development;
  • monitoring of sites for compliance with planning conditions;
  • preparation and implementation of planning policies to control minerals and waste planning matters;
  • taking enforcement action against unauthorised development;
  • preparing the Minerals & Waste Development Framework (the successor document to the Minerals Local Plan and Waste Local Plan).

1APP (National Standard Planning Application Forms) has Arrived!

Minerals and Waste Planning Policy

The new national planning system requires the replacement of the existing Minerals Local Plan and Waste Local Plan, with a Minerals and Waste Development Framework (M&WDF). This process has commenced in Suffolk and will entail the preparation of a set of Minerals and Waste Development Documents to guide minerals and waste planning for the next 15 years.

The revised Minerals and Waste Development Scheme (PDF, 154Kb) was approved in June 2007. The Scheme sets out the timetable for producing the documents comprising the Minerals & Waste Development Framework.

Minerals Consultation

The first stage in producing the new Minerals and Waste Development Framework was to review the current Suffolk Minerals Local Plan. Three main documents are being produced: the Minerals Core Strategy DPD, the Minerals Specific Site Allocations DPD and the Proposals Map. Following consultation on Issues and Options the Minerals Core Strategy was submitted to the Secretary of State by Suffolk County Council on 22 October 2007. For more details click here. The examination is now closed (see letter from the Planning Inspectorate) and the final amended version of the Suffolk Minerals Core Strategy DPD, with an accompanying Proposals Map will be presented to Council in september 2008 for adoption.

The Minerals Specific Site Allocation (Preferred Options) has also been out for consultation during this period and a submission version, which was approved by Council on July 10th 2008, will be submitted to the Secretary of State on 1st August 2008.

Waste consultation

The Waste Local Plan was adopted in February 2006. The first Waste Core Strategy Issues Report was out for consultation from 29th October to 24th December 2007 and can be found here. A Waste Issues and Options report will be published on 11th August 2008 for consultation up to the 10th October 2008.

Saved Policies

GO-East has agreed to save three of the policies in the Suffolk Minerals Local Plan-
1. SMLP1- Environmental Protection
2. SMLP2- Working and Processing
3. SMLP7- Idenitification of Proposed Mineral Sites

All Waste Local Plan policies are automatically saved until February 2009 (i.e from the date of adoption in February 2006).
