Transport decisions on Special
Educational Needs (SEN) grounds form part of the Children and Young
People service’s decision-making arrangements for children with
special educational needs - separate application from parents is
not required.
Where specialist transport is considered necessary on special
educational needs grounds, it will be recorded in the Statement of
Special Educational Needs.
The Statutory Assessment and Annual Review processes require the
gathering of a range of written information concerning a child’s
special educational needs. This includes information relevant to a
decision about entitlement to transport on special educational
needs grounds.
The Special Needs Officers (listed below) are responsible for
reviewing the recommendations of the Annual Review Report with
regard to transport arrangements. In all cases, parents should be
clear about the reasons for entitlement to free transport.
Free home-to-school transport is only available when the council
places the child in a special school, special unit or a mainstream
school and:
- the child is under 8 years of age and lives over two miles away
from the school; or
- the child is 8 or over and lives over three miles away from the
school; or
- if it is determined that the child’s disabilities are
significant enough to require transport for a shorter
journey.
