Proposal for an Industrial and Provident Society (IPS)

The Full Council on 15 December agreed to create an Industrial and Provident Society (IPS), to put the library service on a sustainable footing for the future.

The Cabinet on 8 November discussed the proposal for three structural models which have been evaluated since July, with a full evaluation of each (PDF, 438KB) and summarised in the Cabinet paper. The recommendation to adopt an Industrial and Provident Society (IPS) as the future structural model for the library service was submitted as Agenda item 10. (PDF, 50Kb)

The IPS will have charitable status and be an organisation working with but independent from the county council and free of council bureaucracy.

Library Stakeholders Workshop

A workshop was held on Monday 26th September in Ipswich for representatives of library campaign groups, organisations preparing to run their local libraries as pilots, Councillors Judy Terry and John Klaschka, and Council officers.

It was an opportunity for officers to explain their work selecting and evaluating possible future models for running the library service, work with the pilots and the thinking behind the proposed transfer of properties.

Stakeholders asked questions and commented on the proposals. They sought clarification on a wide range of issues such as financial information, savings required, timescales and business planning. Officers will incorporate the feed back in the preparation of the paper for Cabinet in November.

It was agreed to publish copies of the presentations given at the workshop.

Library Consultation

We would like to thank everyone who has responded to the consultation and taken the time to send in their thoughts and comments. The sheer volume shows how much the people of Suffolk value their libraries.

We have analysed the responses and used the results to inform the 2011 Review of Library Services (PDF, 2.62Mb). This forms the basis of the proposals which appear in the Cabinet paper for further discussion and future decision making.

At their meeting on 19 July 2011, Cabinet decided to consult the public on the future of mobile libraries in Suffolk. This consultation is available at Have your say: the future of mobile library services in Suffolk.
