Sourcing, Procurement and Contract Management

Key purpose

We provide a commercial, procurement, sourcing and energy management service that enables the council to achieve its strategic objectives and satisfy its legal obligations. 

Roles and responsibilities

The Sourcing, Procurement and Contract Management function delivers fully compliant contractual agreements for the provision of goods, services and works ranging from the provision of care to PFI and capital projects.

Our comprehensive service includes support and advice on market conditions and commercial matters, supplier relationship management, compliance with Public Procurement Regulations and energy management.

We work with our clients to develop service specifications that match market capability whilst providing opportunities for continuous improvement in provision for end users.

Main activities

The main activities of the Head of Sourcing, Procurement and Contract Management function are:


  • Development of category and procurement strategy; 
  • Market making and market management; 
  • Undertaking tenders and quotations; 
  • Providing commercial advice and support; 
  • Contract and Supplier Relationship management; 
  • Energy monitoring and efficiency; 
  • Traded Services; and, 
  • Electronic procurement and ordering.
