Service outline
The programmes management function covers a range of
internal and external funded programmes, managed on behalf of a
wider partnership, of which Suffolk County Council is a part, or as
a contracted agent. Services include:
- project appraisal and approval;
- project and scheme monitoring;
- preparation and submission of grant claims;
- liaison with auditors; and
- programme evaluation.
The programmes currently managed in 2007/08 are:
Performance Reward Grant
The Suffolk Strategic Partnership’s Performance Reward Grant is
worth £753,000. The grant could be applied for through a tender
application process that was open to groups who wish to apply to
deliver activities that will help to address childhood obesity, the
engagement of young people, that strengthen links between
communities and the natural environment, help communities to reduce
carbon emissions, that promote social inclusion, support social
enterprises, improve rural service provision, and that support 2012
in Suffolk. A list of approved projects can be found on the

Rural Services Evaluation
In June 2007 the Programmes Management Team were commissioned to
undertake a review of the Suffolk Rural Services Scheme 2006/7, on
behalf of all Suffolk District and Borough Councils. Read the

Suffolk Development Agency activities
The Suffolk Development Agency provides support to projects
across the county. The details of this support are yet to be
finalised but will be published on the
SDA website strategies page.
Investing in Communities (IiC)
East of England Development Agency's role as the regional
development agency for the East of England is to lead sustainable
economic development in the region. Investing in Communities is one
of the four areas of activity, focussing on enabling economic
inclusion, and solutions that address the problems and barriers
which prevent people from achieving their full potential and
contributing to the region's development and growth.
Investing in Communities' priorities are firmly focused on finding
solutions to barriers around the 3 key drivers for productivity
growth - skills, employment and enterprise.
The majority of funding available to the programme is routed
through nine sub-regional partnerships to deliver activities
outlined in their IiC business plans. Further details of the

Investing in Communities Evaluation 2006/07
The External Funding and Programmes Team have been commissioned
by the Suffolk IiC Board to carry out an evaluation of the
Investing in Communities (IiC) Programme in Suffolk for the 2006/07
period.
The stated aims and objectives are as follows:
- feedback and inform on IiC interventions;
- review value for money of interventions (effectiveness,
efficiency and economy);
- aim to identify opportunities for developing more responsive
and equitable services;
- help to make the management of interventions more efficient and
effective;
- allow project and programme managers to reflect objectively on
what is working well and what could be improved;
- ensure that opportunities that provide value for money can be
identified and incorporated into future IiC programme
activity.

evaluation can be found in the executive summary at the beginning
of the report.
